I was able to get it working by saving the comments.qml file into \Program Files\MuseScore4\plugins\comments on Windows, not sure offhand what the equivalents are in other OS's, I had to create the "comments" subfolder since that seemed to be how the folder was structured. Luckily there is a default icon MuseScore 4 will use so all that's needed is the .qml file. Once activated there will be a "Comments" option under the "Plugins" menu.
