Resolves: musescore#22382

Uploading for Scorster/anyone else to test. The icon possibly could be updated, but a quick test seems okay functionality wise. There is a shortcut:

And here's activating the thing:

Should, when highlighted, act as default behavior (enabled playback while editing, mouse clicking/navigating, and playback functions normally) while having it disabled (non-highlighted) will allow playback to sound sound, but navigating and editing will be muted.

Toggle should maintain state between sessions, so when loading MS3x, the toggle if shown will reflect previous status. . . which reminds me for that one guy dealing with the mouse and note entry, I don't think I did that (didn't retain the state but just defaulted to off... maybe I should update that sometime)

Aside: this increases accessibility to what is available already in the Preferences, i.e.:
