inconsistent language on readme.md regarding cities vs public agencies #23

By referring to 'municipal purchasing' in readme.md, this narrows the agencies to only municipalities (i.e. cities). readme.md text needs to match more inclusive language using words as 'public agencies' of 'government agencies procurement'. Such as the language found on the text of the openprocure.us website
