llto1.glpals.com is used to download extra data to get a faster GPS fix on Samsung devices.
I think this shouldn't be blocked.

It seems, you are right, Samsung's A-GPS uses gllto.glpals.com :

also Samsung, yes - seems false positive, author just didn't look in gps conf

Ok, I removed it from blocklist, and will compile host lists in several days.
