In v2020.07, I introduced the registry system. Next release will introduce major changes.

Rewrite many parts for simplicity

• Merge Distributed Trainer into Trainer (distributed agnostic)
• Iteration-based + epoch-based training / evaluation
• Simple callbacks/reporters
• Simple optimizers/lr_schedulers

• Remove dependency of tensorboardX
• fix trainer.resume to load scheduler
• add mIOU callback
• remove unnecessary data transfer between CPUs and GPUs

Nothing special, but fixed many bugs.

Fix v0.4 so that:

• logging no longer disrupt tqdm
• importing homura.debug no longer sets log level to debug

with CI and add many features
