Add codestyle tests to CI that basically reproduce the pre-commit hooks on the serverside for all PR to main.

  • Add codestyle test to CI (river has this as an example)
  • Add this codestyle test as a workflow/action to run for all PR onto main, such that all PR without proper code formatting are rejected
