No border on line count when scrolling can be confusing

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.90.2 arm64
• OS Version: MacOS Sonoma 14.3

Steps to Reproduce:

1. Scroll to the right
2. Notice how there is no indication that the view is scrolled aside from bar at the bottom:

It looks like the code is just "mport" and "rom" when it is actually "import" and "from":
