When voice is used as input to Copilot Chat, we should convince the LLM to produce output suitable for voice, i.e. less verbose and more speaking friendly.

I would just add a flag to ChatRequest
It would get plumbed into the tsx files for all the intents, and they would make some change to the system prompt
"you are communicating with the user over voice so you should give a slightly shorter response"
