Issue summary

There are no instructions in the environment docs for MacOS users to set up usable local environments.

What documentation should be provided?

The above missing instructions. They will be very similar to the Windows ones.

The latest version of cudatools available for MacOS seems to be 9.0:

> conda search cudatoolkit
Loading channels: done
# Name Version Build Channel
cudatoolkit 9.0 h41a26b3_0 pkgs/main

In practice on a Mac, I'm mainly interested in being able to submit to Azure, and in small-scale debugging. I'm not sure if it's better on Mac to remove the dependency on cudatools from primary_deps.yml or to downgrade to 9.0. I've tried both, while otherwise following the instructions in README.md. In both cases the command:

python InnerEye/ML/runner.py --model=HelloWorld

ran successfully :)
