When I try to run the tool I get the following error.
File phar:https:///usr/local/bin/drupal-check/vendor/phpstan/phpstan-deprecation-rules/rules.neon' is missing or is not readable.

Phar is just flat out broken. I'm closing this to track the complete problem in #167
