Public server requirements, from #146

Limit access to !special rooms to make it possible to have untrusrted users.

Make it invite only and only give access for UID=0 and/or by console.
(It is basically the same as inviting users to "Admin access" room and only enable members to join.)
Other options are fine too. :-)
