Improve developers instructions (e.g. Windows) #10

The current developer instructions are only valid for Mac users I suppose; I had to install Ruby separately, then needed to download Phantom.js separately (I have no brew on a Windows machine), Furthermore, I'm now downloading the Ruby DevKit, as that seems to be mandatory for executing bundle install. Safe to say, I haven't been able to run a grunt server for eugenia live just yet.

Perhaps I will edit the notes myself, but I'd like to get your feedback on whether or not it should be improved. Was Thanos able to run a dev server without any problems, following these notes? Perhaps I should consider changing to Mac too ;-)

After all that hassle, I just got down to running the grunt server command succesfully :-)

Valid setup instructions for Windows would be most welcome! Both Thanos and I are developing on Macs, so we've had no experience with setting up the new stack on Windows.
