[Bug] Unable to use plugin with Azure

🐛 Bug Description

I've deployed the app on Vercel for over 3 months with Azure API. Since the environmental variables modified, I'm unable to use plugins in the gpt-35-turbo. The plugin button keeps grey with notification of The current model does not support function calls and cannot use the plugin.

🚦 Expected Behavior

Activate the plugin on Microsoft Azure.

Deploy [0.147.10] on Vercel and connect to get-35-turbo.
