Tooltip for outcome statement UI stays visable #200

Tooltip for outcome statement visible when the mouse is no longer over the card until you move the mouse again.
I think this is because the mouse position is not updated so the code does not check if the mouse is over the same part of the canvas.

You can trick the outcome statement by right-clicking a card and moving the mouse over the outcome statement. Or if you move your cursor fast enough it will catch up to the outcome statement.
When you open a card while an outcome statement is open it stays visible after you close the card until you move your mouse/change the canvas position.
Nothing big.
