PC/SC ATR parsing from file

Improve card type detection flexibility required by plugins using entry point function and parsing/matching from a ATR list stored on a file (smartcard_list.txt ?).

Parsing the ATR from smartcard_list.txt are not going to improve the generic side of liblogicalaccess.

If we parse the ATR, we will still have find a way to extract the specific commands from the readers. At the end, this will change nothing on the abstraction.
