[de] Bullet points that aren't a sentence must/should not be written in caps

Hello,

in bullet points the first word must not be written in caps (https://www.duden.de/sprachwissen/rechtschreibregeln/Gro%C3%9F-%20und%20Kleinschreibung), but LanguageTool marks this as a mistake:

Maybe you could consider this together with #854, so the first word can be written in caps or in lower case letters. Or it could be checked if you finished the bullet point with a dot.
