Allow Admin to set a default on deletion of Cluster #2040

In Admin settings section of UI allow the Admin user to set the default behaviour for cluster deletion.
Developer roles would not be presented with the option list on deletion.
For the option where kubefirst creates a PR, feed that information back to the user. (would require notifications feature).
