It looks like you are using an old & outdated version of the Python library. The most recent version is 1.3.4.

Looking at

it seems that you are using Windows. Is that correct?
We currently only have pre-built packages available for Linux and MacOS. Could you try to build the Python package yourself as described in https://github.com/kahypar/kahypar#the-python-interface?
