What can I say.

There are a running servers I can't close, even if I reboot my computer.

I just use pycharm to boot jupyter but close them use Taskbar Manager.

I have OCD and it's uncomfortable not to turn it off, but it's not a big bug either, so it doesn't matter if you don't fix it.

Thank you for opening this issue @Daliuq! There is a similar issue previously opened #2844 (thanks @JasonWeill). Could you try the solutions listed in that issue?
About it running on startup, you can check your Windows startup items to see if Jupyter Notebook is on that list.
