https://istio.io/docs/reference/config/networking/v1alpha3/gateway/#Server-TLSOptions says "Set the ISTIOMETAUSER_SDS metadata variable in the gateway’s proxy to enable the dynamic credential fetching feature."

The metadata variable name SHOULD be ISTIO_META_USER_SDS
