I think this requires some more refinement. The emoji picker we have in the project now used for inline emojis, i.e. updated when typing text. For this task, we'd require a new emoji picker. I would actually prefer implementing our own since we basically have a the required parts for this, and we can apply our own design there.

Furthermore it should be defined how the new reaction bar should behave like. Is the last emoji replaced by the ➕ icon? Are the last used emojis saved in the bar? Or can the bar be changed to include whatever emojis you like in the settings, which also could be persisted?
