folder "addons" missing in File Editor

Describe the issue you are experiencing

"open folder" lists entire content of root folder (if enabled) with the exception of the folder "addons".

This folder is seen from the command shell, with SSH, with FTP and with the Visual Studio add-on, just NOT with "File Editor".

So it's not possible to use the editor to change a file in the local addons folder.

1. create folder /addons
2. disable "enforce basepath" within add-on
3. try to open that folder in "File editor"
