reproduction steps

between 10:00 and 11:00 we didn't get any siri snapshots
during that time, a bus ride started and finished but we don't know about it
we then generate a report (e.g. actual vs. planned arrivale times to stations)

expected

the report should indicate that we don't know what happened between 10:00 and 11:00

actual

the report will show that the bus ride did not happen
