Bug: Inactive Buttons are animated

Describe the bug

In my project page once you hover on inactive buttons you see an interaction (shadow) ,we need to remove that when the button is not active

Steps to reproduce the issue

• 1. Go to my projects page
• 2. Hover on save project
• 3. See error

What's the expected result?

The interaction to be removed once the buttons are inactive.
