Create docker image for pyglmnet.

@pavanramkumar do you want to look into this? I guess we could start from miniconda image on dockerhub and then copy the install commands from travis or circle

sure, i can work on this. the only thing we'd have to decide is whether to clone the bleeding edge github version or provide the pypi version.
