Upgrade the containers to the correct new setup. #361

This fixes the documentation and provides support for llvm 7, adds cuda 10.1
and makes the containers ready for HIP. This also allows to shorten quite a bit
PR #344 as I moved all container improvements here.

Overall, the fix for documentation is to manually install both doxygen and texlive.
Texlive in particular has a minimal installation thanks to a default profile, and all
the packages required by Ginkgo's pdf documentation are installed thanks to
the tlmgr tool.

Closes #356.

This fixes the documentation and provides support for llvm 7, adds cuda 10.1
and provides all makes the containers ready for HIP.
