Starting with commit 959f392, tests are not properly ran.
That is due to not including several important CMake and
CTest files as artifact.

See this test output https://gitlab.com/ginkgo-project/ginkgo-public-ci/-/jobs/189319024 (which is the original commit/PR where this happened).

CTest was actually not detecting any test due to not having any CTestTestfile.cmake therefore all of our pipelines were running nothing. For some reason, this situation does not create an error for CTest.

Thanks @gflegar for noticing this, this went unnoticed for a long time...

Alright, this can now be reviewed. I added some check which fails when there is no tests in the CI test script so that this doesn't happen again.

The Ginkgo team is proud to announce the new minor release of Ginkgo version
1.1.0. This release brings several performance improvements, adds Windows support, 
adds support for factorizations inside Ginkgo and a new ILU preconditioner
based on ParILU algorithm, among other things. For detailed information, check the respective issue.
