Updated the smooth-scroll plugin to the latest release (v1.4.10). This was done in order to fix jittery scrolling in Chrome 56+.

Updated the smooth-scroll plugin to the latest release (v1.4.10).
This was done in order to fix jittery scrolling in Chrome 73+ introduced due to the following change to wheel and mousewheel event listeners (made these event listeners explicitly passive by default):
