Simple Annoton Editor logic should be encoded as GO Rules #985

@tmushayahama has lots of code that checks the validity of triples as they are created and edited.

These checks should reference existing GO Rules, and if such a rule does not exist, it should be created.

Let's list out the checks we find here, and then this ticket is closed when each these is encoded as a GO Rule.
