Users.yaml clean-up

While looking for GH accounts, I noticed
(1) duplicated entries, e.g. Leonore Reiser
(2) possible issues with noctua-go authorisations? They read

    noctua:
     go:
       allow-edit: true

instead of

    noctua-go:
       allow-edit: true

There are several of those I assume due to copy paste as they are sequential.

Maybe we could sort the file by organization? That would help when needing to contact for more info about a specific user.

I don't think order is a high priority.
Both of those noctua permission grants are currently functionally identical; I use the new version and occasionally update when I'm poking around in there. At some point I'll write a macro to clean those up.
I'm surprised by the Lenore dupe; the schema will only allow a single unique uri, so those will clear out naturally as we require them.

BTW, I keep the current template for new users at the bottom of the file.
