reflect article names in the url instead of hash values #981

The url of the kb article should match the heading of the article.

You can check the URL of ERPNext docs, for example: https://docs.erpnext.com/docs/v13/user/manual/en/quality-management/quality_procedure

Note: this fix will require a patch.
