Is it possible (and how) to emulate card with just a static UID Android Smart Card Emulator?
I'd like to use phone for a weak door access control that relies just on UID.

Nope, you cannot emulate a specific UID. You should try https://github.com/nfc-tools/, http:https://proxmark.org/ or https://www.micropross.com/

nfc-tools --- OK, but what do you mean under proxmark or micropross? Is it possible to do on rooted android, or it's impossible without specific hardware?
