[Bug]: Distinguish between permissions and ... permissions

How to reproduce

• Read flatpak-permissions man page
• Read https://docs.flatpak.org/en/latest/sandbox-permissions.html
• Be confused, because those are entirely different things

Expected Behavior

Different things should have different names, so we can talk about them without getting confused.

Actual Behavior

The Flatpak man pages seem to be making a point of not describing the sandbox parameters controlled by flatpak override, etc. as "permissions", but even official documentation like https://docs.flatpak.org/en/latest/sandbox-permissions.html doesn't make that distinction, and it's very common for third-party tools like Flatseal to refer to them as permissions.

Meanwhile, flatpak permissions and similarly-named commands are all interfaces to the permissions store, which is not even part of Flatpak any more (it moved to xdg-desktop-portal, probably at the same time as the documents portal) and is equally applicable to Snap or any other user of portals.

Additional Information

Unfortunately, I can't think of a better word for either of these things than "permission".
