Install command along with deploy is confusing #632

Install should do what deploy do (we can make them aliases to avoid a breaking change.

The drivers and binaries can be checked and downloaded implicitly.

I think it is worth keeping functionality of install but renamed to install-deps or an option of install; say --only-deps
