Describe the bug
It's rounded on the design report, but that's inaccurate now.

To Reproduce
Steps to reproduce the behavior:

  1. Design a ship with an odd number of strategic movement points.
  2. View the ship report and look at the combat speed.

Expected behavior
Combat speed is a decimal value

Actual behavior
Combat speed is rounded up
