Because it can then be installed via pip and easy_install, while it also makes 
it easier for people to find it by searching the python index.

An older version of gitinspector seems to be installable on pypi right now

Hi. Yes. I noticed that. However, I have no idea who's maintaining it and if they intend to continue.
