mosquitto fails with dhparamfile on Windows #2904

When using mosquitto from the binary package from mosquitto.org configured with the option dhparamfile on Windows, it fails with the error message OPENSSL_Uplink: no OPENSSL_Applink.
The same configuration on Linux works without problems.
Is this a known problem in the Windows installer or are there any additional requirements to be fulfilled on Windows to use this configuration?
