mosquitto_client_state plugin function needed

Please consider adding a client state getter for plugins.
My plugin caches ACL after auth and clears the cache after a disconnect. When a session is taken over the old client disconnect event happens after the new client auth which leads to the cache being cleared for the new connection. If the state is know then disconnect event can be skipped for the mosq_cs_duplicate state.
