cmake build does not build the tests #1330

When building with cmake, the tests are not built. If one then invokes "gmake test" in tests, errors result from not using the paths set up for the cmake build.

(I agree that #1232 being fixed helps this situation as a workaround.)

This is working now in the develop branch.
