Error: Unable to open log file C:\temp\mosquitto3.log for writing. in Windows

An error "Error: Unable to open log file C:\temp\mosquitto3.log for writing." in windows 10 the second time mosquitto broker in launched with same loging file.
First time mosquitto is launched the log file is created without problem. Second time I get the error.
Can mosquitto continue with an existing log file, appending the new logs registers?

The mosquitto.conf is:
log_dest file C:\temp\mosquitto3.log log_type all connection_messages true log_timestamp true
