  • can enter three digits sometimes when number starts with zero
  • disable clear button
  • make code more robust to non-string times

Or just implement a time picker ourselves.

The three-digit bug is from the timepicker application itself. There are some not great workarounds there: wojtekmaj/react-time-picker#87
