Some rules can be optimized. For instance

FREQ=MONTHLY;BYMONTH=2;BYMONTHDAY=12

can safely be changed to

FREQ=YEARLY;BYMONTH=2;BYMONTHDAY=12

reducing the overhead for iterating 11 months that are filtered out.
