Describe the solution you'd like

The app spec of DO App Platform now supports the definition of alerts:
https://docs.digitalocean.com/products/app-platform/how-to/create-alerts/

Example:

alerts:
  - operator: GREATER_THAN
    rule: CPU_UTILIZATION
    value: 80
    window: FIVE_MINUTES

It would be great if digitalocean_app has support for this.
