proc_freq include.count = FALSE

Looking to add the feature to proc_freq so that alongside the other include.x arguments we can set the a new argument include.count to FALSE.

This is because sometimes the percentages are the most important part of the data, and counts are superfluous. In some cases anonymizing data can be easier too when only percentages exists and no counts.

I'm happy to do this when I have time.
