This PR introduces ability to manage permissions per tasks and jobs. Django doesn't provide such feature by default and it is necessary to include 'rules' django app with MIT license as a dependency. Need to say that now task.assignee will be null and it means that all data annotators can annotate the same task as we have it know. Thus I believe by default nobody will see any changes in annotation flow. But it is possible in admin panel assigns a task and job on a specific person and it will change current behaviors. Also to keep backward compatibility by default every user has 'observer' role. Thus he/she is able to see all tasks.
