How can I setup resources requests and limits for this provider? Do I have to declare a new provider (even if the resource already exists as it is created automatically) and reference a new ControllerConfig as you would normally do with any other provider? or is there any better option?

When you have one or more provider from a family (let say AWS), it automatically adds an extra "provider-family" provider as per documentation: https://docs.upbound.io/providers/provider-families/
