NPM-ize the refresh tooling

Rather than downloading the snapshot package using scripting, use the NPM distribution of CQF Tooling together with an appropriate package.json to support using FSH followed by Refresh tooling and place the result of that processing in the appropriate input folders in the IG so that genonce can be run to complete IG publishing.

There is a branch of CQF-Tooling that publishes CQF-Tooling as an NPM package
Use a fork of cqf-ccc to demonstrate that it works
