MedicationAdministration data requirement not present in 816 test

The test ECQMCreatorIT.TestCMS816FHIR should include MedicationAdministration data requirements, but it does not.

To Reproduce
Uncomment the MedicationAdministration expected data requirement and run the TestCMS816FHIR test.

Expected behavior
The MedicationAdministration data requirement should be present

This is happening when I'm trying to update the tooling to use the new 2.5.0-SNAPSHOTs of engine, evaluator and framework. I don't have time to investigate right now though, logging the issue to make sure it gets addressed.
