The tooling follows the same approach for multi-version support as the publisher for processing Library resources, namely upconverting to R5, performing processing, and then downconverting to the IG version. However, this approach is problematic in the presence of resource re-names between versions. The publisher in general has this issue, so this needs to be addressed there as well, but the approach for the CQF Tooling should be to stop performing this conversion; keep processing version-specific.
