This is more of a discussion item than an actual issue. Any package management infrastructure lives and dies with the repository of packages. If I understand the DC article correctly, currently this is a manually curated list of projects. Obviously this doesn't scale at all.
What are the plans for for solidifying that? Is there a discussion going on about this yet? If so, where?

As soon as we will figure out seamless SSO way for logging in to CouchDB using GitHub logins we will (happily) lift it officially.
P.S.
Well, there are some tricky way, over many hops, with several extra prerequisites to install, when you could try to publish packages from your own login. But I won't reveal these steps publicly till it working well without much efforts.
